Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. This position is responsible for the development and management of security programs for all City Light facilities including: substations and hydro projects, global access controls for all facilities, monitoring and other physical elements associated with maintaining the physical integrity of City Light's utility infrastructure. This includes specific responsibility for compliance obligations under the regulatory oversight of the North American Electric Reliability Corporation (NERC).

This position is a key member of the City Light Leadership team and will report to the Director of Facilities, Security & Emergency Management.

Job Responsibilities:
Develops, implements, and/or manages policies, procedures, standards, training and methods for identifying and protecting City Light property assets, personnel, facilities operations or material from unauthorized disclosure, misuse, theft, assault, vandalism, sabotage or loss, to include coordination of the Workplace Violence requirements.
Provides clear security expectations and ensures implementation and use of new security solutions and processes in a consistent way in cooperation with other departmental and city wide functions.
Provides oversight to and coordinates the implementation of comprehensive City strategies to ensure a safe and secure environment involving critical City Light interests.
Conduct vulnerability and threat assessments at predetermined time intervals (i.e. quarterly) or as required
Manages an annual operating budget of over $3-million annually plus a Capital Improvement Project budget of $6-Million+.
Supervises a full-time staff of 10 security, admin, and facilities specialists; including full-time support to the City Light Visitors Center.
Oversees the 24/7 Security Monitoring Center and 24/7 roving guards (30 Security Officers throughout SCL facilities, including remote locations).
Represents the utility in several regional and national forums that are facilitated by Homeland Security, Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC).
Briefs senior and executive management on the status of security issues and concerns.
Maintains positive working relations with City, County, State and federal law enforcement agencies and intelligence divisions.
Exhibits excellent interpersonal skills and a collaborative management style with a commitment to get the job done through effective delegation of responsibilities.
Expected to frequently travel (20% +) to all City Light facilities, including remote generation sites in western and eastern Washington.

Qualifications:
Education: Bachelor's degree in business administration, security, or similar field of study or equivalent years of demonstrated/documented experience

Experience:
5-7 years' complex security experience to include investigations, law enforcement, conducting vulnerability, threat and risk assessments, supervision and managing others, understanding of the administration and operation of various security technologies including: closed circuit TV systems; access control; intrusion alarms; and incident reporting software and hardware.
Experience providing incident, tracking/trending information and proposals via verbal and written presentations to senior management at the executive level.
Experience managing a large budget ($3M+) to include vendor contracting, purchasing, facilities management and personnel.
Excellent computer skills with Microsoft Office 360. Prior project management or oversight experience.

Certification/License: Current Washington State driver's license or evidence of equivalent mobility

Desired Qualifications:
Master's degree in business administration, security, or similar field of study.
CPP Certified Protection Professional preferred.
Skilled in the conduct, evaluation and resolution of a wide-range of sensitive investigations, knowledgeable and experienced in the use of investigative tools and is aware of the legal consequences involving investigation techniques, procedures and individual rights.
Manager/Supervisor for a medium to large size electric utility or related industry.
