Business Systems Analyst
DESCRIPTION OF WORK
DEFINITION: This position is responsible for business consulting, system configuration to support business requirements, and design/configuration of various seeded resources such as worksheets/workbooks, alerts, metrics, scorecards, and dashboards etc.
REPORTS TO: The Information Technology Project Manager assigns work in terms of division goals and objectives.
$91,166.00 - $103,946.41 Annually
JOB REQUIREMENTS
- Plan, create, coordinate, and conducts business process reviews across City departments. Analyzes current business processes and makes recommendations for continual improvements based on lean methodology, industry trends, and professional knowledge.
- Design and develop technical/functional specifications with a good understanding of functional areas.
- Recommends and implements technology solutions for manual processes to increase efficiency and productivity
- Assists with improving training and operational procedures
- Collaborates with departments/divisions to better understand their business needs
- Develops and presents data analytics to executive team members and shareholders to support recommendations
- Develop reporting applications, internal dashboards, public facing cloud enabled dashboards, web portals, and data integration across/from multiple source systems.
- Facilitate requirements gathering using expert listening skills and develop unique simple solutions to meet immediate and long-term needs supporting the City of Rocky Mount.
- Uses a variety of data analysis and organization tools to discover the most impactful insights.
- Produces comprehensive technical user and operations documentation
- Collaborates with project teams to deliver solutions meeting time and budget objectives
- Assists internal and external auditors with data requests and implementation projects
- Coordinates with Technology Systems, Network and Applications Teams to implement enterprise solutions and monitors outcomes
- Ensures complex projects are fully documented using industry-standard
- Creates custom reports using Power BI and/or SSRS and maintains the city’s custom report portfolio
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for two (2) or more years and two (2) years in a lead technical role.
- Two (2) or more years of enterprise experience across various Microsoft and related technologies.
- One (1) or more years of local government experience
- Sufficient experience with Geographical Information Systems (GIS), Tyler Technologies Enterprise Resource Planning (ERP), Advanced Utility Systems (CIS Infinity), and SQL Server.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

KNOWLEDGE/SKILLS PREFERRED FOR THIS POSITION:
- Knowledge of Integrated Workspace Management System (IWMS).
- PowerBI, Crystal, and SQL Server Reporting Services (SSRS) reporting Experience
- Experience with programming languages such as JavaScript (JS) or Python and other web technologies and frameworks like HTML, CSS, React JS, or Django
- Business Intelligence (BI) certification
SUPERVISORY CONTROLS: The Information Technology Project Manager assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES: Guidelines include City personnel policy, City codes, City administrative policy, licensing agreements, and vendor contracts. These guidelines require judgement, selection, and interpretation in application.
COMPLEXITY: The work consists of varied management and administrative duties. The rapid pace of technological innovations contributes to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to develop and maintain City information system applications. Success in this position contributes to the efficiency and effectiveness of all City operations.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
WORK ENVIRONMENT: The work is typically performed in an office.
