Position Title: Environmental Specialist or Senior Environmental Specialist Open Until Filled

Position Purpose: This position performs field and technical activities related to plant-wide compliance emissions monitoring, waste management, landfill and leachate transfer management, groundwater and surface water monitoring, and volatile organic compound (VOC) and hazardous air pollutant (HAP) monitoring. These activities can include conducting facility inspections; continuous emissions monitoring systems operation and maintenance, stack testing activities, groundwater well sampling, surface water discharge sampling activities, collecting, storing and preparing for shipment of hazardous and non-hazardous waste in accordance with federal regulations; operational assistance with landfills and ash water management/recovery pipe and pump systems; operation and support as needed with maintenance of VOC monitoring equipment (FID, PID); field monitoring of VOCs and HAPs for the facility leak detection and repair (LDAR) program; review of process and instrumentation drawings; and assisting Environmental Engineers in report preparation and coordination of waste handling and spill clean-up methods.
Essential Functions: • Maintain a state and federally regulated waste storage facility. • Prepare wastes for off-site transportation and disposal through proper selection. • Responsible for daily inspections and reporting of the operation. • Responsible for daily operation, maintenance, installation, and monitoring of solid waste leachate recovery systems. • Inspect and report on maintenance deficiencies of satellite spill cleanup stations placed in key areas throughout the plant. • Assist engineers as required in sampling air, water, and waste to comply with RCRA requirements. • The incumbent also assists engineers in air quality compliance testing and water sampling required by the Clean Air and Water Acts. • Support the reclamation activities of special use permit area activities including ash water recovery systems. • Take lead in the recycling and conservation activities or developing area groups. • Conducts operation and maintenance of VOC/HAP monitoring equipment (PID, FID, etc.). • Manage and maintain continuous emissions monitoring systems in compliance with state and federal permits and regulations. • Conduct visual emissions monitoring, odor surveys and follow-ups, leaks/spills follow-up and reporting. • Is potentially responsible for drafting any of the following reports at the direction of Environmental Engineers and Supervisor.
Minimum Qualifications: To perform effectively in this position, the incumbent must have knowledge of chemistry and mathematics and science skills along with knowledge of environmental sampling, waste management, emissions monitoring instrumentation, and process technology, preferably in the areas of hazardous waste, water, air, groundwater, and solid waste, as well as familiarity with environmental regulations acquired through completion of a two-year post-secondary program in environmental technology or process technology or related field and minimum of one year of related experience. Good written and oral communications skills are also essential. Strong computer skills with experience in the use of software programs, spreadsheets, databases, including Microsoft office suites, is preferred.
Typical Physical/Mental/Environmental Demands: Requires constant hand coordination; continuous sitting, standing, walking, use of computer/keyboard, and climbing stairs and ladders; frequent bending, low level and elevated activity, lifting and carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools and foot controls and turning of valves. Requires finger dexterity, ability to perform close work, binocular vision, color vision, hearing, and the ability to speak. Requires the ability to analyze data, conduct research, implement recommendations, develop plans and goals, present information to others and work under pressure of time constraints. Approximately 25-50 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas and working at heights up to 350 feet, which requires the use of safety equipment, including a harness, in accordance with ANSI Z359 standards. Incumbents are required to wear dust masks, respirators and full face Scott Air Paks when necessary. Travel is required to meet with vendors and for training.
