Serving as part of DOTs executive leadership team, the Deputy Commissioner for Human Resources & Facilities Management (HRFM) directs the performance of approximately 160 professional, analytical, administrative, clerical and trade employees and manages a total budget in excess of $54 million. This position is responsible for the direct administration of all human resource, security and facilities management functions for the agency, including strategic human resource planning, staffing management, talent recruitment, compensation/benefit administration, performance management, professional development, real estate, leasing, space analysis and acquisition operations. The successful candidate will direct, on an executive level, the daily operation of two major agency organizational and program components: Human Resources and Facilities Management. Human Resources, with a total budget in excess of $7 million, encompasses the functional units of Personnel & Payroll, Labor Relations, Employee Relations (Learning Center/Safety & Health/Drug & Alcohol Testing) and the Department Advocate. Facilities Management, with a total budget in excess of $47 million, is further divided into Security and Facilities Maintenance. Acting as the expert resource, the Deputy Commissioner will direct the processing and provision of documents and information required by various oversight and investigative bodies; formulate and implement significant policies related to civil service administration, classification and compensation, salary administration, employee selection and development in addition to records and performance management for over 5,000 employees agency-wide (PS budget of over $450 million); provide complex executive direction in the selection, design, delivery and evaluation of ongoing agency-wide mandated training and development/enrichment programs; develop new policies and implement new initiatives pertaining to the Safety & Health Office; provide strategic direction, coordination, and leadership for agency-wide facilities construction, renovation and renewal projects, in addition to on-going general maintenance and upkeep programs for all DOT employees at approximately 70 city-owned and leased work sites; direct, on an executive level, the development and implementation of effective energy conservation and sustainability programs; analyze and assess maintenance, growth and facility management needs; establish Best Practices and Standard Operating Procedures to meet those needs; employ continuous improvement methods that translate agency strategic and tactical proposals into HR strategic and operational plans; perform related managerial duties.

1. Bachelors degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or 2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.

A minimum of fifteen years of government experience and proven ability in strategic planning, policy, program development, and stakeholder engagement. Significant experience coordinating and developing, on an overall executive level, complex human resource functions for a large public or private concern. Thorough familiarity with City of New Yorks Personnel Rules and Regulations set forth by New York State Civil Service Law and executive level experience ensuring compliance. Comprehensive knowledge of how to implement Citywide Personnel policies and procedures, including but not limited to Personnel Service Bulletins, the Citywide Agreement, the City Charter, and Mayors Personnel Orders. Ability to provide operational leadership and ensure an engaged workforce in support of a variety of agency projects in the implementation of mayoral initiatives and goals. Significant previous experience directing and administering the coordination, development, support/review and quality control of employee training and discipline programs. Expert level understanding of real estate practices and procedures both in the public and private sector. Proven experience in space planning and design. Proficient in the use of the City of New Yorks automated systems used to manage personnel, including but not limited to NYCAPS; PMS; CHRMS and PRISE. Excellent communication and transactional skills, including a proven ability to effectively analyze HR issues in writing. Strong interpersonal, leadership and management skills and the ability to maintain a high level of discretion and confidentiality.
