Basic Function

To perform complex design, engineering, and implementation of telecommunications systems for major IT infrastructure projects and maintains responsibility for developing requirements, drafting engineering designs, developing plans and configurations, and overseeing the deployment of telecommunications systems.

Example Of Duties

  • Designs and provides technical assistance in the installation of new or upgrade of digital communications systems by preparing plans, assessing and allocating resources, and facilitating staff training
  • Documents and maintains systems architecture & technology portfolios
  • Acts as project lead in designing communications systems to include access control, local area networks (LANs) and wide area networks (WAN) and other low voltage cable infrastructures
  • Identifies, tests, diagnoses, and resolves communications systems performance problems in a multi-technology environment
  • Reviews contract documents for compliance with design codes and standards, design criteria, and policies and procedures
  • Interacts with vendors to resolve network issues
  • Manages the overall operations and health of Metro's Enterprise Network
  • Manages and configures Metro's hardware and software configurations and licensing compliance through the evaluation and testing of various platforms including the procurement of equipment and software licenses
  • Manages security threats and provides timely alerts and notifications to Information Technology staff; conducts investigations and provides solutions to exposures
  • Collaborates with vendors and manufacturers to discuss technology, product roadmaps, and arrange for demonstrations; evaluates products and makes recommendations
  • Plans, organizes, assigns, implements and manages communications systems projects in accordance with budget and schedule requirements
  • Interacts with user departments in response to service requests; researches and gathers all necessary details to determine communications or network engineering functional requirements to meet project user's needs
  • Works closely with management in developing procurement and service contracts by providing technical support during contract bidding, negotiation, and award processes
  • Works with internal staff, consultants and/or contractors to identify and resolve network or communications problems which may impact the progress of the project
  • Evaluates new products and services
  • Reviews designs for quality, constructability and cost effectiveness; recommends design changes
  • Creates and maintains system use instructions, and troubleshooting guides
  • Complies with Metro's efficient and effective bill paying standard to ensure project and cost center invoices are paid in a timely manner
  • Oversees, monitors, and adheres to departments/units budget, goals, and schedules which complies with agency-wide fiscal responsibility
  • Develops and delivers quality projects from inception to close-out on time and within scope and budget
  • Keeps abreast with new developments and technologies in communications systems; researches new developments and makes recommendations
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree in Electrical, Electronics, or Telecommunications Engineering, Computer Science, Information Systems, or related field
  • 5 years experience in engineering network systems including the design and installation of large data networks
  • 2 years performing engineering project management work
  • CISCO certifications desirable
  • Valid California Class C driver license

Special Conditions:

  • Occasional exposure to weather, physical, mechanical, electrical, and chemical hazards during site visits
  • Travel to construction sites and access areas under construction

  • Theories, principles, practices, methods, and techniques of telecommunications systems, including microwave radio and fiber optic transport systems
  • Industry standards and best practices including those set by Electronic Industries Alliance/Telecommunications Industry Association, International Standards Organization, Information Technology Infrastructure, Institute Of Electrical and Electronics Engineers
  • Theories, principles, and practices of modern data processing practices and procedures, programs and systems documentation standards
  • Local Area/Wide Area Networks (LAN/WAN)
  • Information Technology Infrastructure Library (ITIL) and IT Service Management (ITSM) practices
  • Cisco Systems network topologies design and implementation
  • Industry standards and best practices including those set by Open Systems Interconnection (OSI), American National Standards Institute, Electronic Industries Alliance/Telecommunications Industry Association, International Standards Organization, Information Technology Infrastructure, Institute Of Electrical and Electronics Engineers, Government Electronics and Information Association, and Military Specifications and Standards
  • Intel and RISC-based hardware, LAN/WAN architecture, modern telecommunications technology ie (Transmission Control Protocol/Internet Protocol, Fiber Optics, Asynchronous Transfer Mode, Digital Subscriber Line and Gigabit and higher throughput Ethernet)
  • Theories, principles, and current practices of engineering design and construction of industrial communications or network systems
  • Applicable local, state, and federal laws, rules, and regulations governing computer information systems, engineering design, construction, and safety practices
  • Disaster recovery concepts
  • Engineering mathematics and computer applications
  • Contract administration and budgeting

Abilities:

  • Perform complex engineering design work in assigned discipline
  • Serve as lead for in-house specialized engineering activities for bus and rail transit engineering projects from conception to completion
  • Monitor and evaluate work by consultants and construction contractors
  • Communicate effectively orally and in writing
  • Interact professionally with various levels of Authority employees and outside representatives
  • Compile, analyze and interpret complex data in order to prepare comprehensive reports and correspondence
  • Use computer-aided tools and products
  • Analyze situations, identify problems, and recommend solutions
  • Exercise judgment and creativity in making decisions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets
  • Read, write, speak, and understand English
