The Public Data & Quality Assurance Unit of the NYC Department of Transportation - IT & Telecom Division is responsible for coordinating publication of DOTs public-facing information across various channels. The unit collaborates with NYC 311 to maintain and publish this information, in plain and lean language, to: 311 Call Center information in the Citys customer relationship management (CRM) system is structured for efficient access by call center representatives. 311 Online information for self-service customers is structured with a focus on easy navigation, content search, and service request submission. Example: Parking Permits: ((please use the apply button below)) Parking Meters: ((please use the apply button below)) 311 Mobile App features concise information, streamlined navigation, and mobile-optimized service requests. A future strategy may involve content redesign and streamlined presentation across channels, reducing DOT reliance on external parties to coordinate and publish updates. The unit seeks a Content Strategist/Writer who has demonstrated ability to develop, edit, and curate content for presentation in multiple channels. The ideal candidate is expected to have: design sensibility and vision to curate content across CRM platforms, web sites, and mobile applications. experience conducting site audits to identify content gaps, redundancies, and opportunities experience developing style guidelines, content and search optimization techniques experience building an information architecture and crafting information taxonomies familiarity with plain/lean language concepts and best practices. general knowledge of DOTs services, social media and online presence. Responsibilities will include: Ensuring content set is accurate and consistent in style, tone, and format and efficiently maintained across channels. Evaluating content effectiveness using analytical tools and customer feedback. Analyzing content changes to determine operational unit impact. Identifying content gaps and redundancies, making appropriate recommendations based on research and analysis. Working with content owners, technical architects, and subject matter experts to update agencys publicly accessible content inventory. Collaborating with external partners such as DoITT and 311 on content and programmatic changes in CRM systems, web portals, and mobile applications. Developing associations with agency partners with related service content, such as the Departments of Finance, Parks and Recreation, Environmental Protection, Sanitation, and Police Department. Communicating changes to internal and external development teams. Managing content projects as directed.

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or (2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in 1" above, including one year in a project leader capacity or as a major contributor on a complex project; or (3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project. NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements. Special Note To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.

The preferred candidate should have: Excellent verbal and written communication skills, including strong ability to develop and edit user-focused content that is easy to read, navigate and understand. Proficiency in presenting complex agency business processes in a user-friendly format with accuracy and consistency. Experience managing a Web content management system (Drupal preferred), social media tools, HTML, web design and maintenance tools, and business intelligence/analytics tools. Strong knowledge of Microsoft Word, Excel, PowerPoint and Visio Ability to interface with management, and to develop and maintain positive working relationships with technical and non-technical staff. Ability to work both independently and collaboratively, and to handle multiple tasks under tight deadlines.
