The Contracts Department: The Contracts Department monitors contract compliance and procurement in accordance with NYCEDC policies and applicable local, state and federal requirements. Responsibilities associated with the various Department staff members include, but are not limited to, all functions that pertain to the solicitation and selection of vendors, conducting background investigation of vendors who do business with NYCEDC, and the management of contract administration. The Contracts Department also serves as the corporation's liaison with various City Agencies with an interest in the Corporation's contracts, including, but not limited to, the New York City Comptroller's Office, Mayor's Office of Contract Services, the Department of Investigation, and the Department of Small Business Services.

Position Overview: The Contract Analyst will assist NYCEDC's project managers through the procurement and contracting process. The Contract Analyst will work with individual project managers to ensure that all NYCEDC's procurement and contracting procedures are followed in relation to type of services procured. The Contract Analyst will report to the Vice President of Procurement.

Responsibilities:

  • Correctly interprets and applies NYCEDC procurement policies and procedures
  • Responsible for all NYCEDC payments, and tracking
  • Guide internal project managers through necessary procurement and contracting process
  • Serve as internal expert on procurement and contracting procedures and policies
  • Manage the proposal and bid opening process in accordance with procurement guidelines and other agency requirements as necessary
  • Guide and Assist NYCEDC's project managers through NYCEDC's Procurement and contracting process
  • Reviews and submits all documents associated with procurement submitted by project managers
  • Communicate effectively with all levels of the organization
  • Liaise with OMB Procurement team & other Agencies when necessary
  • Responsible for complying with Audit requests, and gathering appropriate information for such requests
  • Provide training regarding NYCEDC's procurement process for all divisions at EDC
  • Maintenance and updating of the procurement departments Databases, including vendor lists, and vendor outreach
  • Lifting and moving of packaged boxes, is required at times
  • Check all Compliance documents and requirements for Contracts
  • Other duties as assigned

Qualifications:

  • Associates Degree or equivalent
  • 3+ years of work experience 
  • Excellent verbal and written communication skills required
  • Dedication to customer service, and client coverage
  • Strong sense of urgency and responsibility in achieving goals
  • Ability to manage deadlines
  • Enterprising, resourceful, and adaptable with a results oriented approach towards work
  • Ability to manage projects in a pro-active and collaborative fashion against tight timelines in a cross departmental, team oriented culture
  • General computer skills (MS Office a Must) Emphasis on Microsoft Excel
  • Must have propensity for learning and relating various computer programs/databases to job's growing needs
  • Extremely detail-oriented
  • Strong analytical skills with regard to document review, and oversight
  • Strong organization skills with ability to prioritize competing needs
  • Strong Analytics/Problem Solving skills
  • Personable and adaptable nature a must
  • Ability to work and function as part of a cross functional team

Preferred Qualifications:

  • Experience with public procurement process
